Newsletter sending - takes too much cpu

Our app sends out HTML newsletters to 550 users weekly and our server host (pair networks) is no longer allowing us to do it because it's bringing the server (shared) to a crawl for too long as the messages are sent out. Their policies:

I have a small budget to pay someone to modify the pertinent php script for us ( tiki-send_newsletters.php ) so that system resource-usage can be spread out more over time so will not monopolize the server for extended periods. I would think that if emails are sent out in small clusters, then a 30 sec pause is give, then the next group goes, etc., it would solve the problem. But I need some expert help on this one!

We are presently running with TikiWiki 1.9 and in the process of upgrading to 3.1
