This is usually caused by a loaded mysql server, as we all know that TikiWiki is heavy on its use. When this happens try logging into phpMyAdmin and do the show processlist; command or click its link. It should give you an idea of which site / user is maxing the MySQL out.
Without access to the my.cnf usually in /etc/my.cnf you cant really do much
