I just downloaded tiki-6.4.tar.gz from http://sourceforge.net/projects/tikiwiki/files/Tiki%206.x%20-Rigel-/Tiki%206.4/ and the logslib in that is fine for me - the good one has 1490 lines but your one only 306 even though both files report the same filesize, weird...
Not sure how that happened but can only suggest you try again, maybe with the zip one?
