how to get 8859-2 char coding

I have installed tikiwiki for the first time and I am very impressed by its potential and functionality.

However as I have seen, all pages are generated in UTF-8 character code.
As a result all user postings received in 8859-2 are not displayed properly.
Is there a way to change it and get pages with 885902 character coding.
I have found on the forum similar questions asked by other users using other languages, but have not seen any answer.

I am not very familiar with linux and other software. Does the problem require changing apache and mysql configuration?
Is there somewhere any guide how to get national character displayed properly?

There are a couple of things for you to check here.

Firstly php.ini has a charset value, and so does the apache.

I had to change my server setups to UTF-8 recently and I managed that through the php.ini file.
