in admin newsletters -> your_newsletter -> subscription, you can add all the users of a group (in Tiki 1.9 at least)
The messages sent for the newsletter are in templates/mail/newsletter*
You can change the messages here. In a multilingual context, don't forget to update in lang/xx/language.php files

It seems you are using a very old tiki release...
