Sounds to me like you have either:
- Corrupt FTP upload to your host
- Corrupt download of 1.8.4
- Using Windows
(Some people have problems)
- Web browser is not accepting the cookie
So we're going to need to know the environment your using, how you got Tiki installed, and version numbers of php, apache, mysql, etc.
