Smarty-ass or what? Wrong date!

I'm having an odd issue with TikiWiki that may be Smarty's fault, though I'm unsure. My programmer can't seem to figure it out, so I must try the forum for help.

issue: Non-logged in visitors see the wrong date. The date displays one day ahead of the actual date of the articles posting. More oddly still, all logged-in users see the correct date.

The only coincidental info I have that seems pertinent is that this may have happened after the fall Daylight Savings Time change. This isn't directly verified, though this problem certainly didn't occurr before that time. There were no problems since it was launched early in the summer of 2004.

One thought, maybe php isn't sending the proper time zone or local info for non-logged in visitors? If that's possible how can it be fixed?

Definately sounds like a timezone issue or the servers time/date isnt correct.

The Calendar is plagued with lots of issues with the timezone code. I rewrote most of the calendar to use a different method of timezone and calculations but its not commited back into TW yet. I should get round to that in January.
