    For many of the files that are in my File Gallery, I would like to be able to update/replace the files without creating a new DB record. That would allow me to link back to the File Gallery files within articles and not have to update the article with a new link each time a file is updated.

    Is there anyway to easily do this through tiki?

    Not easily,

    But I believe something has been added to the DEVELOPMENT unstable 1.9 releases to do this.

    The feature TikiDav (in progress, also as a mod in mods.tw.o) would help to do that.
