TikiWiki is LGPL and the two you mention are GPL, therefore they cannot be included in the installation package.
Also using those two packages prevents the tight linking which we currently have.
If you are set on using those packages then please use http://www.TikiPro.org instead of TikiWiki, they have both Gallery and phpBB included!
