    Hi!

    You can only change the TimeZone for registered users when when that have logged in. Anonymous users will always get the Server Time.

    Registered users can change on the MyTiki preferences, provided you have enabled that, also you may find if your on 1.9.1 you can set the default for new registrations on Admin->Login.
