    Is there a way to turn off this feature so that the directory links that users submit are automatically validated when added?

    I don't think so, or you some obscure user right, which makes the current poster als an administrator. I see, that only users who are administrators get immediatly validated links.

    But side question: Is there a way to receive notifications when new links get posted? The notification schema seems quite weak in TikiWiki ....
