Moving to a new server... nothing works

I wasn't the one who decided this, but I helped implement tiki for an organization and they moved the site to a new host, and now nothing works.

This is what I get going to the frontpage:


PHP Warning: require_once(db/tiki-db.php) function.require-once: failed to open stream: No such file or directory in d:\webhosting\users\15155\tiki-setup_base.php on line 43 PHP Fatal error: require_once() function.require: Failed opening required 'db/tiki-db.php' (include_path='lib/pear;lib;.;C:\php5\pear') in d:\webhosting\users\15155\tiki-setup_base.php on line 43


And this is what I get when going to tiki-install.php


__Tiki Installer cannot proceed:

The directory '' does not exist or PHP is not allowed to access it (check open_basedir entry in php.ini).__

Any suggestions where to start?

I've read the "Install tiki under safe mode" page, but it says there that __Installing 1.8.3 or newer under safe mode

Since i included all changes from the previous section - with some additional checks - tiki should now install without problems in safe mode.__

The site is using 1.9.5. Any suggestions?

If I'm right -doing reverse IP on your site- this is your server?:

About TikiWiki, PHP and MySQL versions:

MySQL 4.0.x (or higher)
For MySQL 4.1.x, you must use Tiki 1.9.x
For MySQL 5.x, you must use Tiki 1.9.3+. See MySQL5 for details.
TikiWiki requires PHP 4.1+, version 4.2+ is recommended For PHP 5.0, you must use Tiki 1.9.1 (or higher) with the MySQLi extension.

As you say to have TW1.9.5, THIS SHOULD WORK with the servers PHP & MySQL?

No, that's not the server where I installed it. It's www.arb.ro

and the reason it works is because it is still hosted by the old provider. But testing the site on the server of the new provider gives the messages i mentioned. They couldn't have picked a more anally retentive provider.

man, still can't edit your own posts here?
For clarification, the site www.arb.ro is still hosted by the old provider that's why it may appear to be working. The test installation on the server of the new provider is not accessible from the outside.

Looks like it is complaining about some missing directories. Where is PEAR installed and why is it looking for your "C" drive?

Well, I haven't changed the tiki installation in any way, from what I've seen it has pear in lib/pear. It worked fine on the previous server, all I did was copy the files over using FTP and I changed the database login in the configuration file. It's just that the new host has a Re-e-e-ally anal security system, which they somehow think is the greatest thing since sliced bread.
