Thanks for the reply Rick. That was my oversight. I've been using the content templates for the Wiki portions of other sites I have up and had the permissions in the site I had in mind screwed up. Your validation of the content templates being available for newsletters had me go at the solution with a bit more conviction.

Now, having solved the secondary note, I don't suppose there is a solution fo rthe primary question of saving in-work newsletters aside until they are sent as final draft other than creating in a text editor and then pasting them in when completed.
