If you are editing it directly in the TPL, just use plain HTML:
{tr}welcome{/tr}
{tr}blah blah blah, then contact admin at:{/tr} <a href="mailto:something@whatever.com">something@whatever.com</a>.
You can include regular HTML in the TPL files.
