There are several ways to do this (first though, I would upgrade to the current Tiki version.

In addition to Gary's suggestion of simply adding a new menu item, you can:

• Create a new Module that has the link
• Use the http://doc.tikiwiki.org/tiki-index.php?page=Site+Identit|Site Identity] feature to add the link
• Manually edit the tiki-top_bar.tpl template to add the link.
