You can accomplish this pretty easily:

  • Remove the tiki_p_view permission from the Anonymous group
    Now non-logged in users will not be able to view the Wiki. Of course, you may want to change your site's home page, otherwise first-time visitors will get a nasty "Permission Denied" message.
    See the docs for full details on using Tiki's permissions

  • Use the but need Admin validation option on the Login: Config page.
    You (the admin) will receive notification for each new registration. You'll have to approve the registration before the user can login.
