It was discussed and approved until June 2008, when we approved to have it this way:

We are currently in process of decision on how a tiki registered user becomes a DocContributor... Feel free to join the current the current Editorial Board Meeting to say your opinion and write down your proposal of new motions to be discussed, etc.
The door is wide open for the Editorial board discussions... (you are welcome, Darkbee)
