Topics and user permissions - please help!

I'm trying to find a CMS solution which will fit my needs for user permissions, and it's much more difficult than I thought. Tiki looked like it would fit the bill, but I can't work out how to get what I want, which is this:

My site is divided into a number of sections (imagine a "lifestyle" site with sections on Gardening, Cooking, Plumbing...).

Each section has a group of "experts" (in cookery, gardening, plumbing...) associated with it.

I want ALL users - including anonymous - to be able to SEE all the sections.

But each group of experts should only be allowed to UPDATE its own section.

I thought Topics/Articles would allow me to do this, but I cannot see any way to apply any permission other than read/not read to a Topic. I don't want to use the Wiki because it's not collaborative in that way - each article should be a standalone and independent article, not designed to be modified.

I've read the doc and done a test install - but it just won't do what I want. Any ideas, PLEASE?!

I'd use the Wiki nevertheless - you could set the permissions pretty "tight" in the sense that normal users can only browse but experts can edit pages. Then, add page permissions and group the experts accordingly (eg. only Gardening Editors get the edit_wiki_page permission on the Gardening page etc.). Would that work ?
