Hi,
Under the Admin->General tab make sure the OS is set to windows. This will disable some mail tests and should send the message out correctly, however I remember reading on www.php.net that the windows PHP version has problems with Apache 2, so I would recommend following there instructions and download the latest Apache 1.3.
I recently did this on my Windows XP laptop, and I've not had any stability or display problems with it.
