The HomePage -> perms is setting permissions for that HomePage wiki page. so you'll only see permissions that relate to wiki. Click the :: next to Admin and choose Groups option from there, then click the key icon, next to either Registered or Anonymouse. wink you should see a whole lot more permission options now all grouped by tiki section.
