We do something like this
Hi,
try this one use a wiki with right just for the tutor to create and change pages for your text. Set a standard discussion forum for the wiki in the wiki admin page (e.g. course discussion). Each wiki page has now a link discuss this page. Wich redirect the students into the forum. Here they need rights to create messages. And the tutor can moderate the discussion.
We do somethin like this in self learning based scenarios.
