We sync tikiwiki.org with doc.tw.o and mods.tw.o every 6 hours my dumping the users_users from tw.o and mysql loading it into doc and mods databases on a another server.
For command line support, install the cgi php, so you can call php at shell.
php tiki-index.php as an example.
Probably the best way is to get it into a mysql format and import that way. But watch the md5 password hash
