    Possible issues is that you have no SMTP engine for PHP to use the mail function with. Maybe you can dig in the PHP docs there for more details.

    Admin can change a users password in 1.8 through the proceduce describe in the SysAdmin FAQ list here on tw.o or in 1.9 as teedog says through admin->Users.
